Job Summary:

The Ministry is seeking a Green Energy Transition Expert to lead the development and implementation of strategies aimed at advancing the country's clean energy transition. This expert will focus on critical areas such as carbon markets, CO₂ emissions reduction, clean energy technologies (solar, wind, hydrogen), and the promotion of sustainable environmental practices. The position will play a key role in shaping Uzbekistan’s path to achieving its net-zero goals, integrating new technologies, and leveraging international climate agreements and markets for sustainable development.

Key Responsibilities:

  • Clean Energy Transition Strategy: Develop and implement comprehensive strategies for the transition to clean energy, focusing on reducing CO₂ emissions, increasing renewable energy adoption, and advancing energy efficiency programs.
  • Carbon Markets and Emissions Trading: Lead the design and implementation of policies and mechanisms to participate in carbon markets, including emissions trading systems (ETS) and carbon offset projects, in compliance with international standards.
  • Hydrogen Development: Drive research, policy development, and project implementation in emerging clean technologies like hydrogen production, storage, and distribution, with a focus on green hydrogen.
  • Policy and Regulatory Frameworks: Draft and revise regulatory frameworks that facilitate the adoption of clean energy technologies, encourage decarbonization, and support the development of a low-carbon economy.
  • Environmental Impact Assessments: Conduct assessments of energy projects to evaluate their environmental impacts and recommend mitigation strategies to minimize carbon footprints.
  • International Cooperation: Collaborate with international organizations, development banks, and other stakeholders on climate finance, carbon market opportunities, and the integration of clean energy technologies into Uzbekistan’s energy system.
  • CO₂ Emissions Reporting and Monitoring: Establish and oversee national systems for monitoring, reporting, and verifying CO₂ emissions in line with international climate commitments, including the Paris Agreement.
  • Public Engagement and Awareness: Support the Ministry's communication efforts to raise public and industrial awareness of clean energy transition goals, CO₂ emissions reduction strategies, and the potential of new technologies like hydrogen.
  • Research and Innovation: Stay informed on global trends in clean energy technologies and policies, particularly in hydrogen, carbon capture, utilization, and storage (CCUS), and propose innovative solutions for Uzbekistan’s energy challenges.
  • Capacity Building: Organize and participate in training sessions, workshops, and knowledge-sharing initiatives to strengthen national expertise in green energy transition topics.

Qualifications:

  • Education: Bachelor’s or Master’s degree in Environmental Engineering, Renewable Energy Engineering, Climate Science, or a related field.
  • Experience:
    • 5+ years of experience in clean energy transition, carbon markets, CO₂ emissions reduction, and related environmental sustainability projects.
    • Hands-on experience with international climate frameworks, including the Paris Agreement and Article 6 of the UNFCCC.
    • Experience in hydrogen development projects and/or research in emerging clean energy technologies.
  • Languages:
    • Fluency in English (written and spoken) is required.
    • Proficiency in Russian (written and spoken) is required.
  • Technical Skills:
    • Strong understanding of carbon markets, CO₂ emissions reduction mechanisms, and emissions reporting frameworks.
    • Expertise in renewable energy technologies such as solar, wind, hydrogen, and energy efficiency measures.
    • Knowledge of environmental impact assessments, carbon capture technologies, and sustainable development strategies.
  • Soft Skills:
    • Strong communication and presentation skills, with the ability to interact with diverse stakeholders, including government officials, industry leaders, and international organizations.
    • Ability to synthesize complex technical and policy information into actionable strategies.
    • Analytical and problem-solving mindset with a focus on sustainability and innovation.

Preferred Qualifications:

  • Experience in working with government agencies or international organizations on climate finance, emissions trading systems, or carbon market development.
  • Familiarity with Uzbekistan’s energy and environmental policy landscape.
  • Knowledge of renewable hydrogen production technologies, CCUS, and low-carbon fuels is highly desirable.
