Qualification Requirements:

Higher professional education in one or more of the following fields: aviation, infrastructure management, construction, finance, economics, law, or public administration.

Total professional experience of at least 7 years, including:

  • at least 5 years in aviation, airport infrastructure, corporate governance, strategy, or regulatory affairs within a production or holding company;
  • at least 3 years of practical experience interacting with government authorities, aviation regulators, state organizations, and shareholders.

Strong knowledge of:

  • regulatory frameworks governing civil aviation and airport infrastructure;
  • principles of air service development and bilateral intergovernmental air service agreements;
  • airline industry development and operational models.

Proven experience in negotiations with airports, regulators, and government institutions.

Strong analytical, managerial, and communication skills.

Key Responsibilities:

Strategy and Corporate Development

  • Guide strategic planning processes considering the airline’s growth model, fleet expansion, and long-term business objectives.
  • Ensure alignment of strategic initiatives with shareholder expectations and regulatory requirements.
  • Prepare analytical materials and strategic recommendations for the Company’s executive leadership.

Government and Regulatory Affairs

  • Ensure effective interaction with international and national government authorities, aviation regulators, and relevant industry institutions.
  • Participate in legislative and regulatory development; prepare proposals to improve the regulatory framework affecting the airline’s operations.
  • Represent and advocate the airline’s interests before governmental and intergovernmental bodies.

Airport Infrastructure and Airport Relations

  • Ensure the availability, development, and optimization of the airline’s infrastructure, including terminal areas, check-in zones, office spaces, operational facilities, and crew training centers.
  • Conduct negotiations with airports regarding slot allocation, commercial terms, and long-term cooperation.
  • Monitor compliance of airport agreements with the airline’s strategic plans for fleet growth and network expansion.
  • Ensure that all infrastructure facilities meet operational and regulatory requirements.

Air Service Development and Bilateral Agreements

  • Support the development of air services through participation in negotiations and implementation of bilateral intergovernmental air service agreements.
  • Manage and expand the network of international and bilateral air routes in compliance with international aviation regulations and strategic goals.
  • Collaborate with aviation regulators and international partners to launch new routes and enhance air connectivity.
